Does anyone remember a quote by Mayor Joe Quimby from the Simpsons?

It's from a Simpsons episode "Marge vs. Singles, Seniors, Childless Couples and Teens, and Gays", he says something along the lines of "all children misbehaving in public will be lightly tasered" but I would like to have the exact quote.
