Is permission required to temporarily block off a public footpath?

A mobile phone mast is to be concealed in an old factory chimney. This chimney is adjacent to a public footpath in a residential area. Any scaffolding will block the footpath. Men working overhead will have to corden off the footpath for health and safety reasons. Will local council permission be needed to block the footpath? The council rejected the initial mast application but were over-ruled on appeal. Thanking you in advance for any info.
