Business Plan Research?

I am currently a college student taking a Fundamentals of Business cl and i need some help on some web sites that i can check out to find out the legalities of opening a Tobacco Retail store/head shop in the state of California. In the cl i need to pick a business that i might want to open and i need to write a business plan and present it to the cl i have the out line i just need help with the research part.
